According to the World Economic Forum, India has the fourth largest number of PhDs graduating every year and is still attempting to increase the research impact in terms of quality and quantity. In keeping with the global emphasis, research in the field of eGovernance has been an important activity for the Ministry of Electronics & Information Technology. In order to create an innovative ecosystem and to enhance India’s competitiveness in these knowledge intensive sectors, MeitY has been implementing the Visvesvaraya PhD Scheme. The scheme is also in line with the aim of fulfilling the commitments made in National Policy on Electronics (NPE) 2012 and National Policy on Information Technology (NPIT) 2012. Further, capacity building is a priority of the National eGovernance Division, evident in the various programmes in it’s folds and also in the success of the first PhD Colloquium hosted in March 2017.
In the academic space in India, in the context of research productivity, DMS, IIT Delhi has been ranked 1st in Research and Professional Practice category by National Institutional Ranking Framework, 2017 of the HRD Ministry, Government of India. Further in a recent Stanford University study, DMS IIT Delhi 2nd in terms of research productivity. Hence, DMS is in a leadership position to leverage from its strengths in excelling in management education and being part of IIT Delhi.
In view of the research focus, a doctoral colloquium has been envisioned for outreach and contributing to the research ecosystem of India in partnership between MeitY and DMS, IIT Delhi. This Doctoral Colloquium would enable the following:
- Provide a forum of knowledge sharing of latest research
- Sensitise importance of research on national priorities
- Promote culture of high value research
- Create opportunity of collaborative research

- 2nd Call for Papers: 25th July 2017
- Final Submission Deadline: 20th August 2017
- First Review Outcome: 30th September 2017
- Registration and transfer of copyrights: 10th October 2017
- Colloquium Date: 25th November 2017
The Colloquium welcomes submissions from doctoral students specialized in a broad range of research areas relevant to digital government, such as Informatics, Information Systems, Public Administration, Economics, Law, Sociology, Computer Science, Management, and other related fields
