Call for Proposals
The Program Committee for the Eleventh Great Lakes Regional Conference (GLRC11) of the International Council on System Engineering (INCOSE) invites you to improve the theory and practice Systems Engineering by submitting a proposal for a
- presentation,
- panel discussion, or
- tutorial
on the theme: Superior Solutions for Today’s Complex Environments
Initiating the second decade of successful Systems Engineering (SE) conferences in the Great Lakes region, GLRC11 will feature keynote presentations from SE thought leaders, papers from SE practitioners and academia, panels on important SE topics, and world-class tutorials from SE experts.
Building upon last year’s conference, GLRC11 will again feature an INCOSE SE Professional Development Day (SE-PDD). This will be a virtual extension of the conference, with featured sessions broadcast to several satellite sites. Some accepted submittals may be invited to participate in the SE-PDD track.
Proposals for presentations of half-hour length are sought that will help improve systems engineering. Presentations may have accompanying papers which will be published as part of the conference proceedings
Proposals for panel discussions are sought on significant or controversial subjects in systems engineering, about which different points of view are held. Proposals for panel discussions should nominate knowledgeable, eloquent, polite members who can forcefully and succinctly advocate different positions on the panel topic.
Proposals for tutorials (half- or full-day) are sought that will teach systems engineering skills, tools, techniques, and knowledge. Proposals for tutorials should specify what will be gained by those attending.
Submission Guidelines
Submit a proposal using EasyChair by using the following directions:
- Login to Easy Chair using the 'author' role
- Click the 'New Submission' menu item
- Select the type of submission from the "Select a Track" page (General Technical Presentations, Systems Engineering Tutorials, or Panel Discussions)
- Follow the directions on the New Submission page by completing the Authors, Title, Abstract, and Keywords fields
- Include a signed version of the INCOSE IP Release form
- [Optional] Include a Submittal Paper in PDF or .DOC format to provide more detail.
The presentation will be submitted after proposals have been accepted.
Technical Presentations
Proposal Elements include:
- Presenter name(s), affiliation(s), and contact info.
- Title of the proposed presentation, panel discussion, tutorial, or workshop.
- Abstract (500 words, maximum) that clearly describes the topic, objective, and target audience.
- Personal Bio (300 words, maximum) for each presenter.
- Release - an INCOSE IP release form must be signed and returned for each presenter.

Guidelines for Submissions
- Make the abstract concise
- Describe the topic to be covered
- Describe the target audience that would be interested in the subject, including level of experience
- Describe the key takeways that the audience will get from the session
- Include all authors, their bio information, and especially contact information
- Ensure that the abstract is aligned with the theme of the conference - 'Systems Engineering in Complex Systems' [update this]

- April 3rd: Call for Proposals begins.
- May 27th: All Proposal Elements submitted to EasyChair. Reviewers begin to assess proposals.
- July 24th: Notification of proposal acceptance or rejection.
- August 18th: Preliminary deadling for draft papers, presentation slides, panel agendas, and presenter photo(s) submitted to EasyChair. Reviewers begin to examine content, advising presenters of needed improvements, if any.
- Septemper 29th: Finalized presentation content due and ready for publication.
- October 11th: GLRC11 Conference begins.
Session Duration
Each session shall be allocated a 40-minute slot in the program schedule, unless otherwise agreed. The plan is to permit 30 minutes for each presentation, followed by 10 minutes for a Question-and-Answer Period.
Please time your presentation for delivery in 30 minutes or less. Session Chairs will not permit overruns.

Potential subjects for presentations, panel discussions, and tutorials:
- General systems engineering principles, tools, methods, and philosophy
- Practice of systems engineering in industries such as medical devices, healthcare, transportation, aerospace, building automation, traffic control, mass transit, or other domains
- Model-based engineering
- Systems architecture design, validation, and verification
- Lessons learned (what went wrong, and how it was rectified)
- Interaction/coordination with other engineering disciplines
- Systems engineering program management
- Security-robust systems engineering
- Formal methods for systems engineering
- Requirements extraction and management
- Maintaining consistency between levels of abstraction
- Systems' risk or hazard analyses
- System-level testing
- Systems' certification and standards

GLRC11 Proposal Submittals via
All proposals will be submitted through Easy Chair, and must include:
- Title
- Abstract which clearly and concisely describes the subject
- Presenter's or instructor’s name, affiliation, contact information, and brief biography
- Whether a paper to accompany the presentation will be submitted for inclusion in conference proceedings (note: draft papers are welcome, but not required, at the time of proposal)
- Additional presenters or instructors, if any
- For panels: why the topic is relevant; nominations for panel participants, summary of position statements
- For tutorials: Benefit for tutorial attendees; top-level learning objectives; tutorial outline; proposed duration (half- or full-day)
Abstracts have no word limit, but should be a concise paragraph, summarizing the proposed presentation/tutorial/discussion perspicuously to entice conference participants to attend and provide enough detail for evaluation.
Presenters must obtain all necessary authorizations and clearances from their organization(s), prior to the start of the conference. Presentations shall be unclassified and cleared for release to the public. At least one presenters/instructors and the panel chair and all panelists must register for the conference and pay the applicable registration fee. Presenters grant INCOSE the right to record, publish, and distribute their presentations, including audio, video, and slide-show content, unless expressly denied in writing. The INCOSE Author IP Release and INCOSE Tutorial IP Release forms are available via the GLRC website.
Clearances
Authors and presenters must obtain all necessary authorizations and clearances from their organizations, prior to the start of the conference. Papers and presentations shall be unclassified and cleared for release to the public.
